Candy Hearts - I used generic Sweethearts from the dollar store, I like that the words were carved into the candies instead of printed on.
Squared off foam floral ring - a flat surface is easier to glue the hearts onto
Tissue Paper
Glue
Ribbon

How I Did It
1. I cut tissue paper into strips and glued it around the foam floral ring.
2. I glued hearts around the ring one circle at a time. I started with the face and then did the outside and inside.
3. Let dry.
4. Attach ribbon for hanging with a bow.
